Yulia Golubeva takes part in Russian Business Forum on Creative Industries and Intellectual Property cover

The Russian Business Forum on Creative Industries and Intellectual Property took place on October 12, 2021. The Forum was held as part of Russian Business Week, which was organised by the Russian Union of Industrialists and Entrepreneurs. Yulia Golubeva, deputy CEO of Gazprom-Media Holding, took part in the Forum’s program.

The main topics discussed at the Forum, which was held online, were possible areas of growth in the creative economy, protection of intellectual property rights and their durability, as well as the elimination of existing institutional barriers, which obstruct the growth of investments into creative and technological products and restrain the growth of gross domestic product (GDP).

A lot of work is currently underway to promote the creative economy sector. The efforts of businesses, the state and society are brought together. The state allocates a lot of financial resources to support and promote the sector. Several federal projects and large-scale events to develop and promote creative industries were launched. Institutes and foundations that are tasked with establishing and developing creative economy sectors are being created. However, the market’s lack of transparency and institutional control tools impede investment growth.

Moreover, existing tax regimes do not address all the specifics of intellectual businesses. Event participants offered their proposals for overcoming existing “tight spots” in the tax and financial system, as well as possible mechanisms for changing the taxation model that is applied to creative entrepreneurship. In part, it was proposed to equate the amount of insurance premiums for creative entrepreneurship entities to insurance premiums in IT companies.

The fight against the piracy of exclusive, legal content remains one of the key problems for the modern creative industry. The Forum’s participants talked about the need to develop mechanisms that would allow them to take prompt measures against the publication of pirated content in the digital environment, thus lowering the financial, reputation and image damages to copyright holders.
